The Government of Assam has highlighted the key provisions of the Assam State Higher Education Council (ASHEC) Act, 2026, a landmark legislation aimed at transforming the state’s higher education system in line with the National Education Policy (NEP) 2020.
Under the new Act, the Assam State Higher Education Council (ASHEC) will serve as the apex body to guide, coordinate, and strengthen higher education across the state. The council will work closely with universities, colleges, and other stakeholders to improve governance and academic quality.
A major provision of the legislation is the preparation of the State Higher Education Plan (SHEP), which will enable evidence-based planning and ensure the long-term development of higher education institutions in Assam.
The Act also promotes quality, equity, and excellence by supporting curriculum and examination reforms, accreditation, research, innovation, and the effective use of technology in teaching and learning.
To strengthen governance, the council will bring together representatives from the Government, Vice-Chancellors, eminent academicians, and regulatory bodies, encouraging collaborative decision-making while safeguarding the autonomy of universities with greater accountability and transparency.
The legislation further emphasises data-driven policymaking, institutional performance monitoring, support for national initiatives such as AISHE, and better coordination of funding and infrastructure development to ensure efficient utilisation of resources.
Officials stated that the Act is fully aligned with the vision of NEP 2020, aiming to create a modern, transparent, and high-quality higher education ecosystem in Assam.
